A Fortune 500 telecommunications company is seeking an experienced Regulatory Specialist on a temporary basis.  The assignment is expected to last at least six months, possibly longer and the position is remote.  If a remote candidate is near one of the company's national locations, the candidate may be required to be in-person for trainings and/or meetings. The hourly rate is $30 - $35, depending on experience and location.  



Primary Duties:



The Regulatory Specialist will prepare and file FCC/FAA applications and supporting documentation concerning tower erection, modifications and antenna installations.  Additional duties include the following: 



  • Review the proposed scope of work (i.e., modification, collocation, new easement), apply knowledge of federal and state rules and regulations as well as the company's policy to determine whether any further assessment or regulatory filings are needed and ensure regulatory compliance.

  • Review permits and documents to track compliance with regulations and company policy.

  • Review and approve/disapprove Regulatory Notice to Proceed (RNTP) for all tower sites.

  • Order or complete applicable assessments, regulatory filings, or other regulatory documentation as appropriate, including preparing and producing electronic regulatory filings for the FCC and FAA.

  • Develop and maintain relationships with FCC and FAA personnel, and other local, state and federal offices as required to assure prompt processing of the company's applications.

  • Operate the company's electronic tracking methods to review and approve tower construction, modification and antenna installation process via RNTP’s and flow of documentation from and to agencies.

  • Research, analyze and respond to inquiries from internal and external customers for site regulatory information.

  • Assemble and maintain accurate and thorough regulatory approvals and documentation to facilitate the company's regulatory compliance.

  • Develop proficiency in interpreting, communicating and implementing FAA, FCC and NEPA guidelines.

  • Develop and maintain relationships with regulatory personnel representing carriers and clients with whom the company has business dealings.

  • Research regulatory compliance inquiries as required, including review and analysis of acquisition due diligence and in response to alleged violations.


Requirements




  • Bachelor’s degree in a related discipline or equivalent work experience




  • Minimum of two years of regulatory experience in regulatory compliance




  • Knowledge of wireless communication industry and government administrative procedures and requirements



  • Strong  attention to detail


  • Excellent organizational skills with the ability to work independently



  • Experience in preparation or review of FAA Forms (7460) and lighting regulations, Forms 854, and state departments of transportation including supporting documents such as site surveys and U.S.G.S. quad maps

  • Experience in pre-construction evaluation and permitting, including NEPA review
